Two addresses, two ways of buying a villa

When people talk about luxury villas in Dubai, two names always come back: Palm Jumeirah and Emirates Hills. They look like two versions of the same product, but to an architect they are almost opposites. On the Palm you buy a villa already built on an artificial island; in Emirates Hills many buyers purchase a plot and have the house designed.

That is why the questions to ask change. We have put them in order, with sources, looking at the houses the way we look at them when we design the studio’s villas in Italy: light, shade, the relationship with the outdoors, materials and maintenance.

Palm Jumeirah: luxury villas in Dubai on a built island

Palm Jumeirah is an artificial island built by Nakheel, a company now owned by the government of Dubai, on a master plan by the American firm Helman Hurley Charvat Peacock. According to Britannica it has a trunk connected to the coast, 17 fronds and a crescent acting as a breakwater: about 17 km divided into three sections so that seawater can circulate. Work began in 2001, construction of the buildings in 2006, and the first residents arrived in 2007.

The villas line the fronds, one next to the other, each with its own stretch of beach. It is a strong, recognisable idea; for anyone looking at luxury villas in Dubai it also means a few precise things to check.

The side of the frond decides the light

The fronds open like a fan: villas on one side and on the opposite side have their sea and beach facing different directions. On the plan, find out whether terrace and pool get the morning sun or the afternoon sun, which in Dubai is the hardest to bear for many months of the year.

Distance from the neighbours

Among luxury villas in Dubai, those on the fronds are some of the most closely spaced. What matters are the windows facing the house next door, the privacy of the pool, the views that stay open. A render does not show these things; a site visit, or a plot plan with the neighbouring houses, makes them obvious.

Sea, salt and the age of the house

The first luxury villas in Dubai built on the Palm are almost twenty years old. Salt air, humidity and sun wear out window frames, systems, waterproofing and external finishes: for a resale villa we always ask what has been redone and when, and how much it will cost to redo the rest.

Changes go through the developer

Extensions, façade changes and structural works require a no-objection certificate from the master developer, Nakheel, as well as permits from the competent authority. Anyone buying with the idea of transforming the villa needs to know beforehand what is allowed.

Emirates Hills: custom-built luxury villas in Dubai

Emirates Hills is a gated Emaar community within Emirates Living, built around the Montgomerie golf course and a series of lakes: AGBI counts 17 of them. The difference with the Palm is the plot: many villas are custom-built, on plots that according to the same source range from about 12,000 to 45,000 square feet (roughly 1,100 to 4,200 square metres).

Here buyers often choose a piece of land and an architect, and the quality of the house depends on the design more than on the developer. It is where luxury villas in Dubai come closest to our work in Italy.

The plot before the villa

For luxury villas in Dubai built on a plot, in Emirates Hills we look at the view over the golf course or the lake, the exposure, existing trees, the neighbouring houses and their windows, the access. A plot with the best view but afternoon sun on the main façade needs a well-designed scheme of shade: porticoes, loggias, screens, suitable glass.

Community rules and permits

In the Emirates Living communities, Emirates Hills included, changes require the consent of the community manager and major works the approval of Dubai Municipality; even pergolas and shading must follow Emaar’s guidelines, as Gulf News has reported. New buildings must reach at least the Silver level of Al Sa’fat, Dubai’s green building system. The design is submitted through a design office licensed in Dubai.

Prices of luxury villas in Dubai: where to find real data

Portals publish asking prices; the Dubai Land Department records prices actually paid. Its official index for villas went from 97.99 in 2020 to 213.18 in 2025: a past trend, not a forecast. For a specific area, the Dubai Land Department open data lets you filter registered sales by area and property type.

Before an offer on a luxury villa in Dubai we always compare the asking price with the registered sales of similar houses in the same area: it is the simplest way to see whether the price has a reason.

What to ask for before an offer

For any villa, on the Palm or in Emirates Hills, we ask the seller or the agent for six documents before talking about price. For anyone assessing luxury villas in Dubai from abroad, they are also the fastest way to know whether the trip is worth it:

  1. Title deed and the data registered with the Dubai Land Department.
  2. Up-to-date plans and sections, with the changes made over the years and the related approvals.
  3. Plot plan with neighbouring houses, access and orientation.
  4. List of works carried out on systems, roofs, window frames and pool, with dates.
  5. Annual charges of the community and real energy and water consumption.
  6. Recent photos and videos of every side of the house, including those the listing does not show.

With these documents a serious reading takes a few days; without them, any judgement on luxury villas in Dubai remains an impression.
